Woodland Scenics shaker bottles can be used with any conventional PVA adhesive (or watered down wood glue). Paint the area you intent to apply the scenic material to with the PVA glue, sprinkle quite heavily the scenic material and allow to dry. When dried, brush off and collect the loose scatter and where necessary repeat to build depth.
These are quite good sized bottles and so cover a fair area, much more than the little bags that are also available - we rarely stock the bags as they're poor value by comparison.
